Coinbase CEO Brian Armstrong Says Clarity Act Will Pass — And That Bitcoin Bottom Is In
During a Thursday appearance on CNBC, Coinbase CEO Brian Armstrong stated that the bitcoin market has reached its bottom and reaffirmed his projection that the leading cryptocurrency will reach $400,000 by 2030. The leader of the nation’s premier crypto platform also expressed strong optimism that the much-anticipated crypto Clarity Act will successfully pass next week.
After experiencing sluggish trading conditions throughout June and July, bitcoin mounted a recovery in August, driven forward by favorable regulatory developments. Over a 30-day timeframe, the leading digital asset has posted gains exceeding 20%.
“[$400,000] is a reasonable target by 2030, and if you follow crypto, you know it typically goes through these four-year-ish cycles: there’ll be a run-up, some euphoria, there’ll be a down period,” Armstrong explained.
“Most of the down periods last about a year, and we’ve actually just come across the one-year mark for this down period, so I personally believe that the bottom is in.”
Bitcoin recently changed hands at approximately $77,318 per coin, following a record-breaking all-time high of $126,080 reached in October.
Throughout the year, industry analysts have closely monitored the progression of the Clarity Act. The proposed legislation establishes a regulatory framework that clearly separates oversight between regulators, defining which digital assets qualify as securities, commodities, or stablecoins—a set of rules the cryptocurrency sector has long demanded.
Following a delay in August, U.S. senators are scheduled to vote on the long-awaited bill next week.
U.S. President Trump previously catalyzed upward momentum for bitcoin’s price by convening with cryptocurrency executives and traditional finance leaders at the White House, where he pressed legislators to advance the legislation.
On Thursday, Armstrong shared his confidence that the legislation will pass, noting that it will serve as a catalyst for unlocking fresh capital.
“We saw with the Genius Act that passed last year for stablecoins: in the wake of that legislation passing, we saw well over 150 large companies integrate stablecoins within just a three-month period,” he stated.
“And I think something similar could happen with the Clarity Act passing — it’s a regulatory checkbox, it’d be a big milestone certainly to unlock institutional capital and to bring things like tokenized equities and perks to the United States, which would be very good.”
